Dr. Bernhard Michel (senior partner)

Bernhard Michel is founding partner and senior advisor of COOPERATIVE Infrastructure and Environment. He studied Civil Engineering at the Technische Hochschule Darmstadt with a focus on water management, environmental and spatial planning and urban development. He completed his studies with a university degree in macroeconomics at the University of Erlangen-Nürnberg. At the institute of water supply, wastewater disposal and spatial planning of the Technische Hochschule Darmstadt he finished his graduate studies with a thesis on the “Role of technical infrastructure in regional development”. His key qualifications are his experiences in interdisciplinary cooperation in the context of resource management, environmental and municipal economy. His teaching activities comprise lectures at the TH Darmstadt (Urban development, Regional planning as well as Environmental and spatial planning, 1978-1983) and at the Bauhaus University Weimar (Environmental Impact Assessment 1991-1997; Resource Management since 1998).

Dr. Arnold Quadflieg

is a senior advisor of COOPERATIVE Infrastructure and Environment since august 2021. He studied earth sciences with an emphasis on hydrogeology and engineering geology at RWTH Aachen concluding with his graduation. From 1983 to 1990 he was a research associate at the department of hydrogeology at the Hessian State Office for Soil Research lead by professor B. Hölting. In 1992 he assumed leadership of the department of “groundwater and water supply” at the Hessian Ministry of Environment. From 2004 to 2006 he managed the twinning project in Sofia, Bulgaria commissioned by EU Commission assisting the Bulgarian Ministry of Environment and the International Commission for the Protection of the Danube River (ICPDR) to transpose the EU Water Framework Directive in the Eastern European States. After his return from Bulgaria, he assumed leadership of both the departments „groundwater and water supply” and “international cooperation and coordination of the EU Water Framework Directive” at the Hessian Ministry of Environment. After initiating an EU-INTERREG-Project on economic instruments in the water sector with seven European regions lead by the Hessian Ministry of Environment he departed for Chile on a two-year assignment abroad for the German Corporation for International Cooperation (GIZ). In Chile he counselled the Chilean Ministry of Environment established in 2010 on the development of the department of water management. From 2013 to 2016 he led the expert committee “groundwater, water supply” of the German Working Group on Water Issues of the Federal States and the Federal Government (LAWA). In 2015 he began to coordinate the elaboration of the masterplan for an environmentally compatible disposal of potassium salt residues. Arnold Quadflieg holds a lectureship at the faculty “management of water resources” at Bauhaus-University, Weimar. His core competency is the implementation of solutions for a sustainable, climate-adapted water resource management.

Dr. Wulf Rüthrich

was executive partner of COOPERATIVE Infrastructure and Environment from 1981 until 2018. He studied civil engineering at the technical university of Darmstadt with a focus on traffic. He completed his scientific research at the Institute for water supply, wastewater disposal and spatial planning of the technical university of Darmstadt with a doctorate on “Dependency of residents’ behaviour on traffic emissions”. Core topic of his work was - besides other environmental issues such as waste management and conservation of resources - the issue of mobility and environment. With the development of the first hessian bike traffic concept on county level he began his profound conceptual and practice-oriented work on bike traffic that still today is of great importance to him.
